3 arrested in VPD prostitution sweep
visalia – Less than a month after the Visalia Police Department (VPD) busted four massage parlors for engaging in prostitution, the department arrested another three individuals for the same crimes.
On April 19, members of the Visalia Police Department’s Special Enforcement Unit and the Visalia City Code Enforcement conducted a massage parlor detail. The detail was in response to reports of suspected illegal activities. During the detail, four businesses were checked. Three businesses were found to be engaging in acts of prostitution. Additionally the business found to be operating illegally will be issued cease and desist orders from the City of Visalia. The listed suspects were all arrested and cited based on written promises to appear.
The three businesses cited for prostitution were: B-Joyful Massage, 1814 W. Dorothea Ave., AAA Massage, 2009 W. Ashland Ave., and Wells Massage, 1926 S. Court. The suspects arrested were: 57-year-old Huiqing Wang, 42-year-old Cao Xiuquong and 55-year-old Li Guirong.
Sgt. Damon Maurice, public information officer for the Visalia Police Department, said all of the instances where women were arrested involved plain clothes officers posing as ‘Johns’.
“These women were willing commit the act on their own and this point there is no evidence of human trafficking,” Sgt. Maurice said.
The April 19 bust comes just three weeks after four massage parlors in Visalia were identified during a compliance detail conducted by the Visalia and Fresno police departments on March 30. The following massage parlors were cited for prostitution: ABC Relaxing Station, 2225 E. Mineral King Ave.; Sunshine Massage, 1933 W. Caldwell Ave.; Happy Massage, 1320 W. Walnut Ave.; and Valley Serenity Massage, 1525 S. Mooney Blvd. #B.
Officers with the Visalia Police Department’s Special Enforcement Team, Narcotics Unit, Code Enforcement and the TARGET Task Force arrested four women for engaging in prostitution while working as masseuses. They were: 42-year-old Peng Shu Ying; 41-year-old Yuxian Chen; 57-year-old Runlan Zhao; and 47-year-old Wei Chen. Additionally the owner of Valley Serenity Massage, 45-year-old Fengdong Wang, was cited for allowing unlicensed masseuses to work in her establishment. All of the charges are misdemeanors.
